USPS to Consolidate
Accountable Paper Network
(12/18/09) In a letter dated Oct. 7, 2009 [PDF], the USPS informed the APWU about plans to consolidate its “supply chain configuration” in order to reduce the cost of the Accountable Paper Network. The letter was a follow-up to a notification dated Oct. 28, 2008 [PDF].
The Postal Service plans to consolidate and close 65 Stamp Distribution Offices (SDOs) and all five Accountable Paper Depositories (APDs), the letter says, but operations will continue at the two Stamp Service Centers (SSCs). The SDOs in Alaska, Hawaii and Puerto Rico will not be included in the consolidation plan. The letter included a preliminary timeline for the consolidation.
The new network will consist of six Stamp Distribution Centers (STCs), and consolidation will be phased in according the following tentative schedule:

The SDCs will be staffed with a total of 125 Level-7 Stamp Distribution
Clerks. These will be best-qualified positions, with the Occupation
Code: 2345-70xx.
