FUNCTION:

Performs a variety of complex disbursing tasks in an accounting service center, including the issuance of treasury checks, money orders, and savings bonds.

DESCRIPTION OF WORK:

REQUIREMENTS:

This section is composed of Knowledge, Skills and Abilities (KSAs) which are required to satisfactorily perform the tasks of the position. Applicants must demonstrate that they possess a sufficient level of each KSA to enable them to perform these tasks satisfactorily. Applicants demonstrate these levels by describing examples of experience, education, or training, any of which may be non-postal. Ratings are based on the demonstration of the level of possession of each of the KSAs, taking into account provisions of Article 33 of the Information Service Centers collective bargaining agreement; failure to demonstrate any KSA is disqualifying.

  1. Knowledge of payroll, types of disbursements, disbursing, claims examining or other fiscal accounting work, as well as related documentation and records, including collection, safekeeping, or disbursing of money and securities.

  2. Knowledge of postal accounting and administrative procedures including the policies, procedures and regulations governing financial processing, recording, or storage of information or property as outlined in manuals or directives, as well as the practices and procedures related to disbursement including collection schedules, and the control and issuance of checks, money orders and bonds.

  3. Knowledge of computer systems including the terminology, usage, and operating characteristics of computer terminals at a level sufficient to understand programming principles and instructions to communicate with computer programmers.

  4. Ability to give clear instructions, review the quality and quantity of work performed, and provide feedback to other employees.

  5. Ability to plan and organize data or information for analysis, determining the sequence of activities to be performed and necessary resources, or scheduling activities and setting priorities to meet established time commitments.

  6. Ability to work effectively with others involves interacting positively and efficiently exchanging information with others, and coordinating work tasks to achieve objectives.

  7. Ability to use computer systems/software to analyze, summarize, retrieve, analyze, organize, transmit, or report information in an appropriate format, using specialized data processing procedures.

EXAMINATION REQUIREMENTS:

Applicants must successfully complete Postal Service Test 744, Series 3.

PHYSICAL REQUIREMENTS:

Applicants must be physically able to perform efficiently the duties of the position.
