FUNCTION:

Provides technical direction for the processing of accounting and statistical data developed through computerized data processing for management use in preparing financial and statistical statements and reports. Controls disbursements, collections, and other accountable funds.

REQUIREMENTS:

This section is composed of Knowledge, Skills and Abilities (KSAs) which are required to satisfactorily perform the tasks of the position. Applicants must demonstrate that they possess a sufficient level of each KSA to enable them to perform these tasks satisfactorily. Applicants demonstrate these levels by describing examples of experience, education, or training, any of which may be non-postal. Ratings are based on the demonstration of the level of possession of each of the KSAs, taking into account provisions of Article 33 of the Information Service Centers collective bargaining agreement; failure to demonstrate any KSA is disqualifying.

  1. Knowledge of budget principles, concepts and items including generally accepted accounting principles and practices, the theory, principles, and procedures involved in the formation of a budget and cost estimates, developing and interpreting budgetary policies and practices, or reviewing budget requests.

  2. Knowledge of postal accounting and administrative procedures including the policies, procedures and regulations governing financial processing, disbursing, payroll, or claims examining, recording, or storage of information or property as outlined in manuals or directives, preparing reports, statements, journal vouchers, reconciliations, analyzing accounting data, and examining accounts.

  3. Knowledge of computer systems or programming fundamentals including the terminology, usage, and operating characteristics of computer terminals, or to understand programming principles and instructions at a general level sufficient to communicate with computer programmers.

  4. Ability to give clear instructions, review the quality and quantity of the work performed, and provide feedback.

  5. Ability to plan and organize data or information for analysis, determining the sequence of activities to be performed and necessary resources, or scheduling activities and setting priorities to meet established time commitments.

  6. Ability to work effectively with others involves interacting positively and efficiently exchanging information with others, and coordinating work tasks to achieve objectives.

  7. Ability to use computer systems/software to summarize, analyze, retrieve, analyze, organize, transmit, or report information in an appropriate format, using specialized data processing procedures.

EXAMINATION REQUIREMENTS:

Applicants must successfully complete Postal Service Test 744, Series 3.

PHYSICAL REQUIREMENTS:

Applicants must be physically able to perform efficiently the duties of the position.
