FUNCTION:
Oversees and coordinates employees engaged in the audit and payment of international accounts including the maritime, airmail inbound, and country to country accounts.

REQUIREMENTS:
This section is composed of Knowledge, Skills and Abilities (KSAs) which are required to satisfactorily perform the tasks of the position. Applicants must demonstrate that they possess a sufficient level of each KSA to enable them to perform these tasks satisfactorily. Applicants demonstrate these levels by describing examples of experience, education, or training, any of which may be non-postal. Ratings are based on the demonstration of the level of possession of each of the KSAs, taking into account provisions of Article 33 of the Information Service Centers collective bargaining agreement; failure to demonstrate any KSA is disqualifying.
Knowledge of the auditing, payment procedures, manuals and regulations relevant to international accounts work.
Knowledge of budget principles, concepts and items including the theory, principles, and procedures involved in examining and forming budget and cost estimates, developing and interpreting budgetary policies and practices, or reviewing budget requests.
Knowledge of postal accounting and administrative procedures including the policies, procedures and regulations governing financial processing, recording, or storage of information or property as outlined in manuals or directives.
Knowledge of computer systems including the terminology, usage, and operating characteristics of computer terminals at a level sufficient to understand programming principles and instructions to communicate with computer programmers.
Ability to delegate and monitor the work of others involves assigning, directing, and overseeing the work of others, including giving clear instructions, reviewing the quality and quantity of the work performed, and providing feedback.
Ability to plan and organize data or information for analysis, determining the sequence of activities to be performed and necessary resources, or scheduling activities and setting priorities to meet established time commitments.
Ability to work effectively with others involves interacting positively and efficiently exchanging information with others, and coordinating work tasks to achieve objectives.
Ability to utilize computer systems/software to summarize, analyze, evaluate, store, organize, transmit, or report information in an appropriate format using specialized data processing procedures.
EXAMINATION REQUIREMENTS:
Applicants must successfully complete Postal Service Test 744, Series 3.
PHYSICAL REQUIREMENTS:
Applicants must be physically able to perform efficiently the duties of the position.
