FUNCTION:

Computer Systems Operator, Junior (PDC): Assists and trains in duties of progressively increasing responsibility in computer systems operation preparatory to assuming complete operational assignments.

Computer Systems Operator, Lead (PDC): Provides technical guidance and coordinates the operation of large mainframe host computers in support of on-line users through a telecommunications network.

Computer Systems Operator (PDC): Operates host computer systems in support of telecommunications network operations to ensure effective and efficient processing of programs.

Computer Systems Operator, Senior (PDC): Operates host computer systems and related teleprocessing equipment in a multicomputer installation to ensure the effective and efficient processing of programs.

REQUIREMENTS:

This section is composed of Knowledge, Skills, and Abilities (KSAs) which are required to satisfactorily perform the tasks of the position. Applicants must demonstrate that they possess a sufficient level of each KSA, to include at least minimum competency for senior-qualified positions to enable them to perform these tasks satisfactorily. Applicants demonstrate these levels by describing examples of experience, education, or training, any of which may be non-postal. Ratings are based on the demonstration of the level of possession of each of the KSAs. Failure to demonstrate any KSA is disqualifying.

  1. General
    1. Ability to analyze and dispose of a problem.

    2. Knowledge of the principles and techniques of particular specialties--as specified under "Special" proficiencies.

      In addition, for Levels 14 and 17:

      1. Ability to pursue and dispose of a problem.

      2. Skill in written expression.

      3. Ability to keep accurate records, prepare reports, and analyze information.

      4. Ability to evaluate workload requirements and to schedule and assign workforce accordingly.

  2. Special

    1. Ability to use reference materials and manuals.

    2. Ability to diagnose mechanical trouble.

    3. Ability to interpret instructions, specifications, etc.

    4. Ability to work with others.

    5. Ability to schedule work in a computer room situation.

      In addition, for Levels 14 and 17:

      1. Ability to work without immediate supervision.

      2. Ability to perform effectively under the pressures of the position.

      3. Ability to instinct.

      4. Ability to use more intricate type measuring instruments (mechanical, electrical, electronic, as appropriate to line of work).

  1. The educational accomplishments of each applicant will be evaluated to determine if they demonstrate the KSAs and/or experience requirements of the job. When education fully demonstrates a minimum qualification element, no other demonstration is necessary for that element. When education is a partial demonstration of a minimum qualification element, further evidence, such as experience or training, is required.

  2. The specialized experience must be progressively responsible experience with the particular installation's primary operating system or comparable operating system.

  3. In addition, for grades 14 and 17 the specialized experience should include experience in the use of operator command language and the ability to provide technical guidance to other operators.

  4. All of these positions require progressively responsible experience acquired more so in the Postal Service installation than experience gained outside the postal installation.

Note: The required amount of experience will not in itself be accepted as proof of qualification. The applicant's record of experience and training must show the ability to perform the duties of the position.

PHYSICAL REQUIREMENTS:

Applicants must be physically able to perform efficiently the duties of the position. Vision of 20/40 (Snellen) in one eye and ability to read without strain printed material the size of typewritten characters are required. Corrective lenses are permitted. Ability to distinguish basic colors and shades is desirable. Ability to hear the conversational voice is required; hearing aids are permitted.

ADDITIONAL PROVISIONS:

Applicants for all levels will be rated and ranked on the basis of the quality and extent of their total experience, education, and training.
