Reports of Temporary Employees
Performing APWU Bargaining Unit Work

(Updated 09/18/07) If "temp agency" employees are used to perform APWU bargaining unit work, the Postal Service must provide the APWU with the same information about those employees that it currently provides to the union regarding “casuals” who are employed by the Postal Service. 

Below are links to Postal Service reports of the number of temporary agency employees performing bargaining unit work on an accounting period basis.

These reports are listed in reverse chronological order, from the newest to the oldest, with the latest report at the top.

After accounting period 12-03 the Postal Service began utilizing “Pay Periods” rather than “Accounting periods.” The reports still represent the number of temporary agency employees employed each month. For example, PP 25-03 to PP 01-04 represents the number of employees hired by Area and District during the month between PP 25-03 and PP 01-04.

Please note that management has informed the APWU that the contract with Manpower for casuals terminated on April 30, 2007. There is only one office, nationwide, that is still reporting the use of Manpower temporary employees and we are informed that is a temporary situation. The USPS will continue to report these remaining temporary employees, and we will continue to post these reports, until the last Manpower temporary employee is gone.
