
Man-Year Reports
(Updated 10/22/07) “Man-year” reports are used to
establish office size for purposes of compliance with various provisions
of the National Agreement.
The number of hours used to represent a man-year is 2080. Man-years for each office are determined by adding all paid hours for USPS career employees in crafts represented by the APWU, the National Association of Letter Carriers, and the National Postal Mail Handlers Union, including leave and overtime hours for the one-year period immediately preceding the effective date of the National Agreement. This figure is then divided by 2080 to determine the size of the office. Once the list has been finalized, a facility’s status will remain in effect for the life of the contract, even if the numbers of employees and man-years fluctuate.

This is a USPS report of postal installations having a complement of 100, 125 or 200 or more man-years of employment for purposes of enforcing the 2006-2010 National Agreement. This report is used to establish offices covered by Article 7, Section 3; Article 14, Section 8A, and the Full-Time Flexible Memorandum of Understanding.
