Electrical Switchgear
Maintenance Agreement Reached
(05/25/11) The APWU and USPS reached agreement May 17, 2011, regarding the performance of switchgear maintenance by Maintenance Craft employees. The settlement stipulates that subcontracting decisions involving switchgear maintenance will be made at the local level, and that instructions contained in the MS 28 Handbook are not intended to remove any electrical work from the bargaining unit, decrease staffing levels, or encourage or mandate subcontracting. It also calls for ongoing training of bargaining unit employees to perform electrical switchgear work. [read more]


Union Appeals to Arbitration
USPS Decision to Subcontract FSM 1000 Modifications
(12/04/09) On Nov. 17, 2009, the APWU appealed to arbitration (Q06T-4Q-C-07147172) a national-level dispute protesting the Postal Service’s decision to subcontract the retrofitting of FSM 1000 machines, and challenging management’s failure to notify the union of the decision. The grievance alleges that management violated Article 32.1 of the Collective Bargaining Agreement and Section 530 of the Administrative Support Manual on June 3, 2000, when it issued Management Maintenance Order (MMO) 059-00, which awarded the work to Lockheed Martin Federal Service employees. Union Appeals APPS Installation Subcontracting to Arbitration
(12/04/09) On Nov. 3, 2009, the APWU appealed to arbitration a national-level interpretive dispute protesting management’s decision to subcontract the installation of APPS (Automated Package Processing System) machines. The union asserts that the Postal Service failed to provide notice of the decision to the APWU as required by Article 32 of the Collective Bargaining Agreement, and failed to allow the union to provide input prior to making the decision. The USPS also failed to demonstrate that it gave “good faith consideration” to factors listed in Article 32 prior to making the decision. [read more]


PARS Software Grievance Resolved
(02/13/09) On Feb. 6, the union reached a favorable resolution of a dispute over the Postal Service's decision to assign the installation of hardware and software for the Postal Automation Redirection System (PARS) to employees of Siemens, the company that developed the equipment.

The grievance arose in April 2007, when the APWU learned (via Software Modification Order 22-07) that PARS installation work — which had long been performed by Electronic Technicians — would be subcontracted to Siemens. The union asserted this was a clear violation of the Collective Bargaining Agreement, and on Aug. 20, 2007, initiated a Step 4 dispute. [read more]


Union Protests Assignment of ET Duties
(05/13/08) The union has initiated a dispute at the national level (Case # Q06T-4Q-C-07270988) protesting the Postal Service’s decision to use contractors and other non-Maintenance Craft employees to install upgraded computer software on PARS machines. The duties in question are the responsibility of Electronic Technicians, the union contends. The national office is asking locals to investigate conditions at their facilities and supply the national union with documentation it acquires to support the grievance. [read more]
