Has a study been done to show how many PTFs will remain after December 1?

Thank you for writing. You request a report on the number of part-time flexibles that will remain after Dec. 1, 2007, the deadline for converting Clerk Craft PTFs in offices of 200 man-years or more into FTR, consistent with the negotiated provisions of the 2006 National Agreement.
Prior to negotiations there were approximately 41,000 PTFs nationwide, with 30,000 working in offices of less than 200 work-years and 11,000 working in larger installations. Since negotiations concluded, approximately 2,000 PTFs in the larger offices have been converted to regular, and the remaining 9,000 will be converted by Dec. 1. The Postal Service has assured us that managers will not wait until the deadline to implement the conversions “en masse.”
The ratio of full-time to part-time employees in offices with less than 200 work-years is unaffected by the negotiated provisions, so PTFs will continue to be employed in those offices.
We expect the number of PTFs in small offices to remain approximately the same as it is now, with increases or decreases resulting from normal conversions due to attrition and the application of Article 7.3, Article 37, and Function 4 Reviews.
However, many current PTFs in small installations will have the opportunity for reassignment to larger installations with the possibility of conversion to full-time and perhaps additional work hours. Effective Dec. 1, 2007, the PTF category will be eliminated in 200 work-year offices.
