Question: 

The Postal Service is telling us that we have too many employees. Why do we need casuals?

President Burrus:

Thank you for your inquiry. You ask why “we” need casuals. I cannot determine from your question whether you intend that it be responded to as written or you have a more complex inquiry.

The simple response is that “we” do not determine the postal complement. This is management’s responsibility within the limitations of the Collective Bargaining Agreement.

The contract restricts the employment of casuals when excessing has occurred, and limits their employment and use at other times. There is no rational determination; either the employer has the right to employ casuals or not.
