A Joint Contract Application Manual (JCAM) reflects agreements between the union and management at the regional/area level on the interpretation of the Collective Bargaining Agreement for the following districts: Philadelphia, Harrisburg, Erie, Appalachian Pittsburgh, South Jersey, Capital, Baltimore, Richmond, Northern VA, and Lancaster [PDF].
The manual is provided in an effort to enable representatives to settle grievances at the lowest possible level. Signed by the APWU Eastern Region Coordinator and the USPS Vice President of Allegheny Area Operations, the manual poses questions and provides answers on a wide range of subjects covered by the Collective Bargaining Agreement.

The Eastern Region Coordinator is responsible for organizing the union’s grievance activity at the Step 3 level and arbitration in seven states and the District of Columbia. He supervises the scheduling of Step 3 grievances throughout the region; schedules arbitration hearings for the cases that remain unresolved, and assigns the union’s advocates.
