
Impact Statements
Article 12 of the Collective Bargaining Agreement requires the USPS to prepare Impact Statements when operational changes are expected to lead to the involuntary reassignment of APWU-represented employees.
These reports must notify the union of the anticipated impact; the number of employees affected by craft; the locations to which employees will be reassigned; and, in the case of a new installation, the anticipated complement by tour and craft. Article 12 requires management to periodically update APWU regional coordinators of any changes to the information provided.
APWU regional coordinators provide copies of Impact Statements to affected locals seeking review and input, and rely on the feedback they receive to challenge improper and unjustified excessing and reassignments.

The Southern Region Coordinator is responsible for organizing the union’s grievance activity at the Step 3 level and arbitration in 11 states. He supervises the scheduling of Step 3 grievances throughout the region; scheduling arbitration hearings for the cases that remain unresolved, and assigns the union’s advocates.
