Contract Manual Helps Resolve Grievances
March 2005 — Training in the Joint Contract Interpretation Manual, which was signed by the union and management last year, is well under way. Joint Contract Application Manual
A Joint Contract Application Manual (JCAM), signed Sept. 21, 1998, reflects agreements between the union and management at the regional/area level on the interpretation of the Collective Bargaining Agreement for the Southeast and Southwest Areas of the Southern Region [PDF]. The manual is provided in an effort to enable representatives to settle grievances at the lowest possible levels, and will be applied at Step 3 of the grievance procedure in the area if disputes reach that level. The manual poses questions and provides answers on a wide range of subjects covered by the Collective Bargaining Agreement.
Memoranda of Understanding
A Memorandum of Understanding [PDF] dated Aug. 21, 2000, requires USPS management to initiate payment on grievance settlements and arbitration awards within 14 days of receipt of the required documentation. The APWU President or designee is to receive a copy of the completed adjustment forms.
A Memorandum of Understanding [PDF] dated Dec. 30, 1999, signed by representatives of the USPS and APWU, stipulates that if disputes arise over the application of an arbitration award, the advocates who arbitrated the dispute will jointly contact the arbitrator for clarification.
A Memorandum of Understanding [PDF] dated Jan. 29, 1996, addresses the certification of union stewards and notification of such certifications to management.

The Southern Region Coordinator is responsible for organizing the union’s grievance activity at the Step 3 level and arbitration in 11 states. He supervises the scheduling of Step 3 grievances throughout the region; scheduling arbitration hearings for the cases that remain unresolved, and assigns the union’s advocates.
