The APWU National Executive Board has established guidelines for the establishment of new union locals and for the merger of existing locals. The Merger Guidelines supplement the APWU Constitution and Bylaws [PDF]. Requests to form locals or to merge existing locals should be accompanied by a proposed constitution and bylaws.

The Secretary-Treasurer acts as the union's chief financial officer and serves local unions, state affiliates, officers, and members in many ways.
The Secretary-Treasurer seeks to increase union revenue by encouraging non-members to join, and is responsible for the collection and proper disbursement of union funds.
