IT/ASC Contract Heads to Mediation

(01/11/13) APWU President Cliff Guffey has invoked mediation in an effort to reach a new collective bargaining agreement covering employees at four USPS Information Technology/Accounting Services (IT/AS) centers. Contract Negotiations Continue

(09/21/12) The APWU and USPS have continued to meet in an effort to negotiate a successor contract to the Collective Bargaining Agreement, which expired on Aug. 10, 2012. The parties met on Aug. 31, Sept. 14, and Sept. 20. “We have been negotiating throughout the summer to reach agreement on new language that covers wages, hours, and working conditions for these APWU members,” said Bill Manley, Support Services Division director.
“All terms of the current contract remain in effect. There will be no involuntary excessing of our nurses while we continue to try and reach agreement,” he said.

APWU Nurses Extend Contract Talks

(08/10/12) The APWU and USPS have agreed to extend negotiations on a collective bargaining agreement for postal nurses until Aug. 31. The contract was set to expire at midnight on Aug. 9.

Begin Negotiations For New Nurses Contract

(07/13/12) The National Postal Professional Nurses/American Postal Workers Union met with the Postal Service on July 11 in the opening round of contract negotiations for a new Collective Bargaining Agreement. The current agreement, the result of the Goldberg Interest Arbitration panel, is due to expire on Aug. 10, 2012.

APWU, Salmon & Sons
Reach Tentative Agreement

(11/14/11) Following a series of tense negotiations, the APWU and Pat Salmon & Sons reached a tentative agreement Nov. 1 on 26 contractual issues. The new contract will affect approximately 700 contract drivers whose locals are in Dallas, TX; Little Rock, AR; and Memphis, TN; and drivers and mechanics in Shreveport, LA. [read more]

Extended through Dec. 8
(11/23/10) The APWU Operating Services Agreement typically terminates with the APWU National Agreement. Since the union and management have extended the National Agreement till Dec. 1, the Operating Services agreement will be extended until Dec. 8. [read more]

Springfield Area Local
Reaches MTESC Agreement

(01/29/10) After seven months of negotiations, the Springfield (MA) Area Local reached a tentative agreement with Alan Ritchey, Inc. on a new Collective Bargaining Agreement that will cover all 90 members employed at the Mail Transport Equipment Service Center (MTESC). The agreement contains significant improvements in seniority and in the day-to-day operations at the plant. [read more]


USPS Medical Units Phase-Out Begins

(01/12/10) In the first stage of a process that will affect approximately 130 APWU-represented nurses, most of the 51 Postal Service clinical-care medical units were set to shut down Jan. 11, with the rest scheduled for closure by March 9.

Since the implementation of an interest-arbitration award [PDF] last year, the APWU and Postal Service have been discussing staffing issues. “Bargaining-unit members have been asked to volunteer for reassignment under the Memorandum of Understanding [PDF] that is part of the five-year agreement with the APWU,” said Support Services Division Director Bill Manley. “If an insufficient number volunteer, we expect the USPS to implement an Article 12 excessing process similar to what they have done to APWU members in the Clerk, Maintenance, and Motor Vehicle crafts.”

The APWU is scheduled to meet with postal officials on Jan. 13 to discuss staffing, including the voluntary transfers. “Via the arbitration award, the nurses are being given the opportunity to perform case-management work for the Postal Service,” Manley said. “Although the work is different from hands-on clinical work, the nurses will continue to be a viable bargaining unit.”

In February 2007, Arbitrator Linda S. Byars denied an APWU grievance over the closing of medical/health units in postal facilities. That arbitration resulted in the closure of 59 of the then-existing 110 healthcare units. The 2009 interest-arbitration award allows for the replacement of existing Medical Units with Occupational Health Offices, where the nurses will perform non-clinical work, including case-management for employees who suffer job-related and non-job-related injuries.

The Collective Bargaining Agreement resulting from the interest arbitration is retroactive to 2007. Although postal nurses have had agreements with the USPS since 1978, this was the first contract for the unit since the National Postal Professional Nurses merger with the APWU.
