APWU Nurses Contract Negotiations Continue

(09/21/12) The APWU and USPS have continued to meet in an effort to negotiate a successor contract to the Collective Bargaining Agreement, which expired on Aug. 10, 2012. The parties met on Aug. 31, Sept. 14, and Sept. 20.

Idell Mitchell, president of the National Postal Professional Nurses-APWU, and NPPN-APWU member Luvonnie Clarke have participated in the negotiations sessions, along with Support Services Director Bill Manley.

“We have been negotiating throughout the summer to reach agreement on new language that covers wages, hours, and working conditions for these APWU members,” said Bill Manley, Support Services Division director.

“All terms of the current contract remain in effect. There will be no involuntary excessing of our nurses while we continue to try and reach agreement,” he said.


APWU Nurses Extend Contract Talks

(08/10/12) The APWU and USPS have agreed to extend negotiations on a collective bargaining agreement for postal nurses until Aug. 31. The contract was set to expire at midnight on Aug. 9.

“We have been negotiating throughout the summer to reach agreement on new language that covers wages, hours, and working conditions for these APWU members,” said Bill Manley, Support Services Division director.

(07/13/12) The National Postal Professional Nurses/American Postal Workers Union met with the Postal Service on July 11 in the opening round of contract negotiations for a new Collective Bargaining Agreement. The current agreement, the result of the Goldberg Interest Arbitration panel, is due to expire on Aug. 10, 2012.

USPS Medical Units Phase-Out Begins

(01/12/10) In the first stage of a process that will affect approximately 130 APWU-represented nurses, most of the 51 Postal Service clinical-care medical units were set to shut down Jan. 11, with the rest scheduled for closure by March 9.

Since the implementation of an interest-arbitration award last year, the APWU and Postal Service have been discussing staffing issues. “Bargaining-unit members have been asked to volunteer for reassignment under the Memorandum of Understanding that is part of the five-year agreement with the APWU,” said Support Services Division Director Bill Manley. “If an insufficient number volunteer, we expect the USPS to implement an Article 12 excessing process similar to what they have done to APWU members in the Clerk, Maintenance, and Motor Vehicle crafts.” [read more]


New NPPN Pay Scale

(08/14/09) The NPPN interest-arbitration award, issued April 28, 2009, granted five raises in the contract, which concludes on Aug. 10, 2012. Two raises were implemented retroactively, with a 3.3 percent increase effective Aug. 18, 2007, and a 3.1 percent raise effective since Aug. 16, 2008. As part of the implementation of the award, these two raises were reflected in the nurses’ paychecks dated July 24.

Effective Aug. 15, 2009 (PP18-09), the basic annual salary for each step shall be increased by 1.6 percent, which is equal to the change in the June 2009 ECI over the June 2008 ECI.

The interest-arbitration award, issued April 28, granted five raises in the contract, which concludes on Aug. 10, 2012. (04/06/09) Interest-arbitration hearings over a contract between the National Postal Professional Nurses-APWU and the Postal Service concluded April 2. Arbitrator Stephen Goldberg is expected to issue a ruling within the next several weeks on the wages, hours, and working conditions for the nurses, who have had contracts with the USPS since 1978.

(04/06/09) Ballots were mailed out Feb. 28 for the election of National Postal Professional Nurses-APWU officers. This is the postal nurses’ first election since the unit merged with the APWU nearly two years ago. The offices of General President and General Vice President are among the three positions being contested. There is also a race for Capital Metro Region Area Representative. [read more]

(02/10/09) As the bargaining team for APWU-represented nurses prepares for interest arbitration hearings beginning in late March, Support Services Division Director Bill Manley assured the unit’s members that the terms of their expired contract remain in effect. “The terms, conditions and protections of the previous contract continue until we secure a new contract,” Manley said. “All our existing rights continue … We have a grievance procedure. (01/16/09) Arguments over disputed contract issues for postal nurses will be heard by an interest arbitrator beginning March 23. The National Postal Professional Nurses-APWU contract expired Aug. 20, 2007, and the union and the Postal Service agreed to submit it to interest arbitration late last summer after nearly a year of negotiations. (August 2007) In an overwhelming vote of 51 to 9, on Aug. 17 the National Postal Professional Nurses (NPPN) voted to merge with the American Postal Workers Union.

Pursuant to the APWU Constitution, the nurses will become a part of the Support Services Division, which will be responsible for contract negotiations, interpretation, and enforcement. The APWU National Executive Board approved the merger on Aug. 20.

Postal nurses will remain a separate bargaining unit and continue to be covered by a distinct collective bargaining agreement.

The NPPN represents about 140 nurses at 51 USPS facilities nationwide. Idell Mitchell, who has served as NPPN president since 1993, said that the nurses are excited about the many new training and representation resources that are available to them in the APWU.

“Some of our members feared talking to management,” she noted. “We want them to see how more experienced and aggressive APWU stewards interact with management and file and win grievances.”

APWU President William Burrus said, “We’re pleased to be adding this group of well-respected and dedicated professional employees.” The APWU has helped the organization out with legal support in the past, including for the 1994 interest arbitration when the nurses were unable to negotiate an agreement.

The NPPN has had collective bargaining agreements with the USPS since 1978, with its latest contract expiring on Aug. 17. The APWU will represent the NPPN at negotiations, which are set to begin Sept. 18.
