As we mentioned in a previous article, the union put its case for preserving the Schedule Examiner Vehicle Runs position before Arbitrator Shyam Das on Feb. 27 as the first case on the docket this year. As a long-standing issue, we considered this case an important step in preserving skilled Motor Vehicle Service work. It was the union’s position that the Postal Service was in violation of Article 1.6 of the National Agreement by assigning work normally performed by the Schedule Examiner to supervisory and Executive and Administrative Schedule employees; the Postal Service took the position that the case should be bifurcated on the grounds of arbitrability.

The APWU and the Postal Service finalized a settlement on May 9, 2017 resolving national case A19V20021, concerning the 2002 changes made to the Motor Vehicle Operator (MVO) and Tractor-Trailer Operator (TTO) Qualification Standards. The union filed an appeal to arbitration in 2002 in response to unanswered questions and concerns with the changes that had been made, including increasing the experience requirement from one year to two and the elimination of the language, “those who pass the Postal Service road test on a tractor-trailer will be considered the meet the six month requirement.”

After extensive negotiations and interest arbitration, the motor Vehicle Division was successful in amending key sections of Article 39 of the Collective Bargaining Agreement, which governs the MVS Craft. We also were successful in writing a new Memorandum of Understanding (MOU) Re: Highway Contract Routes (HCRs).
The new agreements significantly improve the contract and add protections for members of the MVS Craft. Our fight to keep Postal Vehicle Service (PVS) work and prevent the Postal Service from undermining the contractual rights of employees will continue, but the new provisions are important steps forward.
07/25/2016 - With temperatures soaring, many Motor Vehicle Service Craft employees have complained about management’s failure to maintain functioning air conditioning systems in their trucks – and the APWU has addressed those complaints at the national level, Craft Director Michael O. Foster reports.

06/22/2016 - The APWU is urging President Obama to veto an appropriations bill if it comes to his desk with a provision that would weaken truck safety regulations. As it is currently written, the appropriations bill for the Departments of Transportation (H.R. 2577) includes a section that would block implementation of DOT rules that limit the number of hours drivers can be on duty.

The American Postal Workers Union has entered the final step in our fight for a good contract: Interest Arbitration. This is a process whereby issues that were not resolved during negotiations between the employer and the union are presented to a neutral arbitrator, agreed upon by both parties, for a final and binding resolution.
