A Significant Step Forward for Remedies

The APWU took a significant step forward in holding the Postal Service accountable for violations of the Collective Bargaining Agreement (CBA), as a result of Arbitrator Stephen Goldberg’s award in the dispute regarding the Memorandum of Understanding (MOU) on Clerk Craft jobs.

Three New Signoffs in the Clerk Craft

07/29/2016 - APWU Clerk Craft officers and the Postal Service signed three documents on July 29:  They agreed to a new set of Questions & Answers on the POStPlan, Filling Residual Vacancies, and Travel; signed a Step 4 Settlement on Postal Support Employees (PSEs) staffing Level 4 RMPOs (Remotely Managed Post Offices) working outside their installation, and signed an addendum Memorandum of Understanding (MOU) on Peak Season Exception Periods and the use of annuitants.

APWU Wins Major Victory on Staffing ‘POStPlan’ Offices

09/22/2014 - The APWU has won a major victory on staffing in post offices affected by the “POStPlan” – a victory that will result in the creation of at least 9,000 new Clerk Craft jobs within 90 days.

In a ruling dated Sept. 5, Arbitrator Stephen B. Goldberg concluded that jobs in four- and six-hour post offices must be assigned to clerks – not Part-Time Postmasters or Postmaster Reliefs (PMRs). A Sept. 22 Memorandum of Understanding (MOU) outlines procedures for implementing the award.

The ruling and MOU establish a minimum of 3,000 new Level 6 career jobs in six-hour offices and Level 18 offices. Positions in the six-hour offices must be staffed with full-time employees. The ruling and MOU also establish more than 6,000 new Level 6 non-career jobs in four-hour offices, to be filled by Postal Support Employees (PSEs). The union expects thousands of additional new career jobs to be created as the process unfolds.

APWU, USPS Reach Agreement On Filling Residual Vacancies

Settlement Will Result in PSE, PTF Conversions

03/24/2014 - An important March 20 agreement between the APWU and USPS outlines a procedure for filling residual vacancies in the Clerk, Maintenance and Motor Vehicle Crafts, and will result in the conversion of Postal Support Employees to career status and the conversion of Part-Time Flexible Clerks to full-time, APWU President Mark Dimondstein has announced.

Staples to Close 225 Stores

'Proves Postal Counters Are a Bad Idea’

03/10/2014 - The March 6 announcement by Staples CEO Ron Sargent that the office-supply chain will close 225 stores by the end of 2015, “Proves that it’s a bad idea to turn over public postal services to a private company that can close stores with no public input,” said APWU President Mark Dimondstein;

ALSO: The USPS acknowledged in a Feb. 25 settlement that its obligation to create desirable new duty assignments from “all available work hours” includes hours worked by Postal Support Employees, Clerk Craft officers report.

MDAT Computer Program To Win Good Jobs Goes Online

06/11/2013 - A new APWU computer program that will help win good jobs has gone live! The program, known as the Max Duty Assignment Tool (MDAT), will help local unions fight for jobs with better schedules, address excessing issues and retreat rights, and identify part-time flexible hours that justify full-time jobs, Clerk Craft Director Rob Strunk has announced.
