Arbitration Victory Creates Full-Time Assignments

The Clerk Craft was successful in a recent arbitration regarding the USPS’s handling of the Sales Retention Team (SRT) program. The Postal Service blatantly violated the Collective Bargaining Agreement (CBA) in utilizing injured employees, mostly carriers, to staff the Sales Retention Teams, without first posting the jobs for bid in the Clerk Craft.

APWU, USPS Sign Agreement For Offices Without a Local Union Structure

12/27/2016 - The APWU signed an updated agreement December 22, 2016, for Members-at-Large who work in small post offices that are not represented by a local union...“The memorandum is important,” said President Mark Dimondstein. “It continues to provide the protection of a local contract to thousands of union members in small offices who would not otherwise be covered by a local agreement. It provides additional benefits particularly for the PTFs and PSEs who staff these small offices.” The agreement covers approximately 15,000 workers.

Important Gains for the Clerk Craft

Contract negotiations were challenging and arbitration was uncertain, but, in the end, the APWU was able to move forward on many issues union members identified as important. The gains were made possible by the power and leverage provided by the membership through Contract Actions Teams and other forms of activism.

Three New Signoffs in the Clerk Craft

07/29/2016 - APWU Clerk Craft officers and the Postal Service signed three documents on July 29:  They agreed to a new set of Questions & Answers on the POStPlan, Filling Residual Vacancies, and Travel; signed a Step 4 Settlement on Postal Support Employees (PSEs) staffing Level 4 RMPOs (Remotely Managed Post Offices) working outside their installation, and signed an addendum Memorandum of Understanding (MOU) on Peak Season Exception Periods and the use of annuitants.

New Pay Rates to Take Effect Aug. 6

Retroactive Pay Expected Nov. 4

07/23/2016 - According to information provided by the Postal Service, the new pay rates under the new APWU-USPS contract will begin on Aug. 6 (Pay Period 17) and will be reflected in paychecks dated Aug. 26, APWU President Mark Dimondstein has announced. Retroactive pay for the period from Nov. 14, 2015, through Aug. 5, 2016, are expected in Pay Period 22, with an expected pay date of Nov. 4, 2016.

UPDATE: The retroactive payments will appear in the November 18, 2016 pay check (for the October 29 – November 11, 2016 pay period. Click here for more information.”

Houston PSEs Step Up to Union Activism

Heather Lewis, a Postal Support Employee in Houston, loves her job. “PSEs work really hard. We work long hours, but I actually enjoy it. It’s very challenging,” she said.

But there’s no denying that many PSEs are frustrated by their status as non-career employees. That’s why Lewis volunteered to become a shop steward soon after she was hired last fall.

“I want to fight for the people,” said Lewis, who was a steward at a previous job. “I want to be a voice when people think they have no voice. That motivates me.”
