About Safety and Health
The Industrial Relations Director is charged with responsibility for the health and safety of all divisions of the Union. Article 14 of the National Agreement requires management to provide a safe and healthy work environment for all employees covered by the agreement. To achieve this end, the contract provides for the establishment of joint safety and health committees at various levels throughout the Postal Service.
National-level Labor-Management Safety Committees
At the Headquarters level, there is a Joint Labor-Management Safety Committee and a Joint Labor-Management Ergonomics Committee.
Problems in the field should be directed to the APWU Regional Safety and Health Representatives.
The APWU is responsible for working to ensure that USPS management implements safety programs and policies that will protect workers; reviews new equipment for ergonomics and safety factors; keeps track of the latest developments that affect postal workers' health and safety--including new studies, regulations and standards; works to pass beneficial legislation in Congress and to stop harmful bills; and provides education and information to APWU members and locals.
Under Article 14 of the National Agreement, it is the responsibility of management to provide safe working conditions in all present and future installations and to develop a safe working force. The Union will cooperate with and assist management to live up to this responsibility.
Vance Zimmerman, Director of Industrial Relations, is responsible for safety and health for all divisions of the union.
Local Safety Committees
The collective bargaining agreement also provide for a Joint Labor-Management Safety and Health Committee at each postal installation having 50 or more employees. In installations having fewer than 50 employees, installation heads are encouraged to establish similar committees when requested by the Union. Where no safety and health committee exists, safety and health items may be placed on the agenda and discussed at labor-management meetings.

The APWU participated in mediation on our contract throughout the summer, in sessions that were frequently contentious. We were candid and forthright throughout the process.
Although mediation utilizes the services of professionals who specialize in resolving disputes, we realize that ultimately, mediation requires a voluntary agreement.
For that reason, throughout the mediation process, we have been preparing for the possibility that our contract dispute will be resolved through Interest Arbitration. Those efforts continue.
07/30/2015 - After an onsite inspection, OSHA (Occupational Safety and Health Administration) slammed the Postal Service with five citations for violating safety standards at a post office located in Kent, WA, on July 1. OSHA also imposed a total of $16,000 in fines.
04/07/2015 - The labor movement will observe Workers Memorial Day on Tues. April 28, to commemorate those who have been killed or injured on the job and to revitalize the fight for workplace safety.
Workers Memorial Day coincides with the anniversary of passage of the Occupational Safety and Health Act (OSH) more than 40 years ago, which promises every worker the right to safe working conditions.
03/30/2015 - APWU members are invited to join APWU President Mark Dimondstein for a live Contract Town Hall Call on Monday, April 6. This will be the third such call.
We will discuss our fight to win a good contract for union members while we fight for a vibrant, public Postal Service for the people of the country.

911 Call Delayed Up to 50 Minutes; Employee Dies
Director of Industrial Relations Tony D. McKinnon Sr. has asked the Postal Service to explain its protocols for providing emergency medical assistance after learning that a Bay Area postal employee lay dying for as much as 50 minutes before 911 was called. The incident, which occurred in August, came to light in November, when the local NBC television affiliate aired a detailed expose of situation.
11/20/2014 - Beginning January 1, 2015, there will be a change to what covered employers are required to report to the Occupational Safety and Health Administration.
10/14/2014 - It’s been just about a year since I took office. Wow, how time flies!
Since taking office, I have instituted a very aggressive arbitration schedule based on my belief that disputes at the national level must be resolved to bring closure and provide guidance to union leaders and members in the field.
During the past year, at least two national-level arbitrations have been heard per month. This has enabled us to get some great decisions that will enhance our field representation. We now have three national-level arbitrators hearing cases rather than two.
