
Anthrax Reportedly Sent Through Mail System;
Boca Raton Postal Workers Offered Medical Assistance

The media has reported that citizens within the Boca Raton community have contracted the Anthrax Bacteria, and it is speculated that the exposure occurred through the handling of mail. This report has not been confirmed to date, but APWU has serious concerns about the possibilities and has had meetings with postal management at the headquarters level to ensure maximum protection for all postal employees.
To date, employees in the Boca Raton office have been offered appropriate medical assistance. The medical community and law enforcement agencies are investigating the source of the exposure. In the interim, I shall be meeting with postal service safety and medical personnel to develop accurate information and solutions to this issue. Employees are cautioned not to react in fear. Any employee who has concerns should contact local safety personnel. The following is information that we have to date:
1. The FBI in Boca Raton has said there is no evidence the bio-hazard went through the mail.
2. The Postmaster at Boca Raton has given a stand-up talk on Anthrax.
3. Two potential incidents occurred today, one in Gainesville, FL and one in Deerfield Beach, FL —both are confirmed as negative.
4.USPS will be sending a memo stating:
a.Confirm that all Emergency Action Plans are updated and accurate.
b.All hazardous materials first-responder training is current and updated.
5. Anthrax testing of employees has not been approved by the Public Health Department.
6. A District Physician will be on-site at Boca Raton tomorrow to answer questions.
7. EAP has been alerted.
Management Instruction (EL-860-1999-3) regarding Anthrax was issued October 8, 1999, and outlines the hazards, what action to take in suspected incidents and general guidelines. The following are highlights:
1. Do not handle suspect mail.
2. Notify Supervisor.
3. Make sure damaged or suspicious packages are isolated and the immediate area cordoned off.
4. Evacuate the area.
5. Management must ensure:
a. All employees receive safety talks
b. Emergency action plans are updated and that all telephone numbers and names are accurate.
