Auxiliary: Convention Call

The national convention of the Auxiliary to the American Postal Workers Union will convene in Las Vegas from Aug. 18 through Aug. 22. The daily sessions will run concurrent with the APWU National Convention, with the headquarters and all activities of both gatherings at the Paris and Bally’s hotels, which are joined by a walkway.

The primary purpose of the Auxiliary is to assist in the legislative, political, and human relations objectives of the union. The directions that the Auxiliary will take in its activities will be determined by a review of our constitution and bylaws, the main business of our convention.

State and local auxiliaries are urged to send a full quota of delegates, and are advised to hold elections for delegates to the convention as soon as possible. Members-at-Large and members of Locals Without Leaders (LWOL) are also urged to attend.

Representation

According to our bylaws, representation shall be based on the amount of per capita tax paid on the average Local Auxiliary membership from July 1, 2007, to June 30, 2008 (the “current convention year”). National per capita tax must be paid for the current year (to Sept. 1, 2008) for an Auxiliary or Member-at Large to be in good standing, and for the delegates to be seated.

Every Area Local and Local Auxiliary is entitled to a minimum of five votes, plus one additional vote for each 10 members or major fraction thereof. LWOL chapters are entitled to four votes. National Convention credentials for LWOL delegates must be verified by the Credentials Committee and signed by the credentials chairperson, and/or the National President and the National Secretary.

Delegates’ credentials must reach the National Secretary by July 18. In the event that a state convention is held less 30 days prior to the National Convention, however, that state’s credentials can be accepted later. Each State Auxiliary is entitled to 10 votes, which can be cast by one or more delegates, provided that no vote is divided smaller than one vote per delegate. State delegates cannot act as delegates for their respective local auxiliaries.

Each member-at-large, each national officer, and any past national president of the Auxiliary who attends the convention shall have one vote. One or more delegates may cast the full number of votes to which their Auxiliary is entitled (provided no vote is divided smaller that one per delegate). No proxy votes shall be allowed.

Credentials

If they participated in the 2006 National Convention, any Local Auxiliary in good standing as of Jan. 1, 2008, is automatically issued credentials to this year’s convention. Presidents of locals that did not participate in the last convention must request credentials from National Secretary Patricia Lewis by mail (1500 30th St., Richmond, VA 23223), by e-mail (Netta15@aol.com), or by fax (804-644-3843). Members-at-Large and LWOL’s also must request credentials from the National Secretary.

As soon as delegates have been elected, the Local Auxiliary president should submit their names and addresses to the National Secretary. Credentials should be filled out as directed and signed by properly authorized officers. APWU National Convention credentials will not be accepted as Auxiliary delegate credentials.

State presidents must return the signed originals to the National Secretary by July 18, 2008 (30 days prior to the first session of the convention). Delegates should retain “Duplicate” copies for presentation at convention registration.

Resolutions

Resolutions must be prepared in duplicate and signed by respective officers or delegates. Only one resolution may appear on a page and each resolution should have an appropriate title. To be printed in the resolution booklet, resolutions must be received on or before July 15.

Resolutions must be sent to the National Secretary and must be accompanied by financial impact statements. The statements will be forwarded by the Auxiliary Secretary to Auxiliary Treasurer Trina Mannion for verification.

Even if sent by e-mail (Netta15@aol.com) or fax (804- 644-3843), a hard-copy of signed resolutions must be submitted to National Secretary Patricia Lewis in person or via the USPS ( 1500 30th St., Richmond VA 23223). A duplicate copy should be sent to Auxiliary President Doris Poland by mail (503 Falmouth Rd., Windham, ME 04062); by e-mail (apwuauxdp@aol.com); or by fax (207- 892-3114).

Resolutions submitted after July 15 and prior to noon on Aug. 18 (the first day of the National Convention) will be presented to the Auxiliary Convention for consideration and action. This will be done only in accordance with the approved rules of the 2008 National Convention.
