Custodian Team Cleaning (CTC): Doomed to Fail

Beginning in 2012, The US Postal Service embarked on a “Pilot” program to replace the 1983 Housekeeping Handbook MS 47 TL 3 with Custodian Team Cleaning (CTC). The CTC concept was created by a Utah based company called Manage Men. The new handbook was titled MS 47 TL 5.

By the end of 2014, USPS rolled out the Pilot program nationwide as the new standard of operation. Under CTC, four custodians are jointly responsible for completing all assigned tasks. The four specialists include the Restroom Specialist, Vacuum Specialist, Light Duty Specialist and Utility Specialist. Three of the four specialists visit each room, with the exception of the Restroom Specialist, creating the Team Cleaning Concept. Each specialist’s duties are as follows:

President Mark Dimondstein said, “There are clearly two sides in this fight and the battle lines have been drawn in our efforts to obtain a contract that honors and respects postal workers.  The USPS proposals reek of contempt for the workforce.  APWU members will fight for what we deserve in the interest arbitration process as we continue ‘Fighting Today for a Better Tomorrow.’”

2019 Update

Wounded Warrior Leave

02/11/2019 - Consistent with the requirements of the Wounded Warriors Federal Leave Act of 2015, the Postal Service allows veteran employees who meet the eligibility requirements to take Wounded Warrior Leave. This is a specific type of leave, which provides veteran employees with no loss in pay, for undergoing medical treatment for a service-related disability rated at 30% or more.

A staffing review is an important tool for protecting Maintenance Craft jobs, and we encourage locals to request reviews if there is a valid reason to believe that your office is understaffed under TL 3 or TL 5. Staffing packages in the Maintenance Division can be broken into two general categories: custodial staffing and mechanized staffing.

Arbitrator Rejects APWU Challenges to Roof Maintenance

01/10/2019 - In a decision issued on Friday, January 4, 2019, Arbitrator Stephen B. Goldberg ruled that the Postal Service did not violate the National Agreement in 2011 when it decided to subcontract roof maintenance and repair work. The Union contended that the Employer had violated Article32.1.A by failing to give due consideration to the five factors it must consider before subcontracting; violated Article 32.1.B by failing to give the Union advance notice, and by failing to comply with the other requirements of 32.1.B; violated the MOU on Contracting or Insourcing of Contracted Services; and violated ASM Section 535.112.
