The Bulk Mail Center (BMC) Conference was hosted by the APWU National and the Nation’s Capital Southern Maryland Area Local (WDC BMC) from April 30 through May 2, 2017. Ninety-two delegates attended, representing 18 of the 21 BMCs across the country.

APWU officers and members have been very busy for the past year-and-a-half working for a fair contract, but we have continued pursuing other activities, including some long-festering disputes with management. Below is a recap of pending issues.
03/24/2016 - The Postal Service sidestepped a fight in federal court on March 16 over enforcement of an Oct. 19, 2015, arbitration award on staffing at Bulk Mail Centers (BMCs). After the USPS filed a “consent motion,” Judge Ketanji Brown Jackson ordered interpretation of the award to be returned to Arbitrator Ira F. Jaffe.
12/18/2015 - The APWU filed a complaint in federal court on Dec. 11 seeking enforcement of a national arbitration award on staffing at Bulk Mail Centers (BMC), Maintenance Craft Director Steve Raymer has announced. The complaint asks the court to direct the Postal Service to comply with a ruling issued by Arbitrator Ira F. Jaffe on Oct. 19.
05/08/2014 - In response to two charges filed by the APWU, the National Labor Relations Board (NLRB) issued a complaint against the Postal Service on April 30, asserting that the USPS “has been failing and refusing to bargain collectively and in good faith,” by refusing to provide information to the union.
09/01/2010 - The Occupational Safety and Health Administration (OSHA) fined the Postal Service $210,000 for willfully exposing employees to electrical safety hazards at the Cincinnati Bulk Mail Center (BMC).
08/27/2010 - The Occupational Safety and Health Administration (OSHA) issued the Postal Service $191,000 in fines for exposing employees to serious and repeat safety hazards at the Bulk Mail Center (BMC) in Kansas City, KS.
