USPS Duplicity and Disrespect: Three Examples

The Maintenance Division filed a complaint in federal court on Dec. 11 seeking enforcement of a national arbitration award on staffing at Bulk Mail Centers (BMCs). We asked the court to direct the Postal Service to comply with a ruling issued by Arbitrator Ira F. Jaffe on Oct. 19.
In the decision, Arbitrator Jaffe ordered the Postal Service to “cease and desist” from using Maintenance Management Order 112-10 (eWHEP) and to return to using MMO 022-04 (BMC Gold) to prepare Maintenance Craft staffing packages for BMCs (also known as Network Distribution Centers or NDCs).
Employee Impact Expected at CFS Sites
02/05/2016 - In a letter dated Jan. 29, 2016, the Postal Service notified the APWU that it plans to activate Flats Postal Automated Redirection Systems (FPARS) in 17 locations where there are Central Forwarding System (CFS) sites. Deployment of the new equipment is expected to impact employees in some locations as early as March 28, 2016.

The APWU and USPS agreed to extend the 50-mile limit on excessing in a Memorandum of Understanding (MOU) dated Sept. 28, signed by APWU President Mark Dimondstein and the USPS Vice President for Labor Relations. The original MOU, Minimizing Excessing, which was slated to expire with the 2010 contract, is extended until May 20, 2018, or for the term of the next Collective Bargaining Agreement, whichever is later.

Two Related MOUs and Maintenance-Specific Step 4 Settlement Facilitate Extension
09/29/2015 - The APWU and the USPS have agreed upon two Memoranda of Understanding: “Minimizing Excessing” and “Peak Season Exception Periods,” in addition to a Maintenance-specific Step 4 Settlement, that are all interconnected and result in the extension of the 50-mile memo on Sept. 28, 2015, APWU President Mark Dimondstein announced.

As this issue goes to press, there is no sign that management is stopping or postponing the Network Rationalization Plan and the quest to systemically dismantle the Postal Service.
Back in 2011and 2012, when AMPs (Area Mail Processing) changes were first implemented and Article 12 impacts were issued, management referred to the massive cutbacks as “consolidations.” Now that the impacts have been devastating to employees and service, they are called “Network Rationalization.” No term could be more fitting.
Everything from the bogus figures in the reports – that haven’t changed since they were first issued two to three (some four) years ago – is wrong. The numbers weren’t correct then, and couldn’t possibly be correct now. The misrepresented findings are clearly “rationalized.”
10/14/2014 - Logic, common sense and the Postal Service’s irresponsible decisions tell us that management will not manage the USPS out of its manufactured financial crisis.
The four postal unions – the APWU, the National Association of Letter Carriers, the National Postal Mail Handlers Union and the National Rural Letter Carriers Association – have formed a Postal Union Alliance to protect the interests of workers and the public while defending the public Postal Service. As union members and as individuals, we must rise up and pour our concentrated efforts into the union-led fight to protect those interests.
Union Disposes of Another 'Red Herring'
10/14/2014 - Maintenance craft officers recently settled an important dispute, stipulating that the Postal Service cannot declare an installation “non-maintenance capable” and then use the designation to justify excessing Maintenance Craft employees who work on Building Equipment. The work at issue was primarily that of Building Equipment Mechanics (BEMs), although occasionally the duties are performed by other occupational groups, such as Level 7 Maintenance Mechanics (MM-7s) and Level 5 Building Maintenance Custodians.
