Filling Maintenance Vacancies — Part II
This is Part II of an article started by our late brother, former Maintenance Division Director Steve Raymer, in the July-August edition of The AmericanPostal Worker. We are sharing how to fill vacant maintenance positions under terms of our contract, known within our craft as the “pecking order.” The previous article covered through Step 4 of the process; we pick up here with Step 5.
09/21/2018 - APWU President Mark Dimondstein has announced that the union and the Postal Service have agreed to extend negotiations for a new collective bargaining agreement for 30 days.
Our current union contract between the American Postal Workers Union and the United States Postal Service covers the wages, hours and working conditions of 200,000 postal workers. The current Collective Bargaining Agreement expired Thursday, September 20, 2018...
All the rights, benefits and provisions of our existing union contract remain in place, and are fully enforceable during the 30-day extension of negotiations.
08/19/2018 - On Aug. 19 and 20, APWU craft divisions – Clerk, Maintenance, Motor Vehicle Service, Support Services – and retirees held conferences. The ongoing contract negotiations was a topic on everyone’s mind.
08/13/2018 - The APWU and the Postal Service have agreed to a moratorium on grievances, disciplinary actions and arbitration hearings at the national, regional, state and local levels from Aug. 13 until Aug. 27 due to the 2018 APWU Biennial Convention, Industrial Relations Director Vance Zimmerman has announced. The period spans a total of 15 days.

The Joint Contract Interpretation Manual (JCIM) is the mutually agreed upon explanation on how to apply our contract to filling vacant maintenance positions.
The May 2017 JCIM included the Order for Filling Vacant Maintenance Positions. The contractual definition is to duty assignments. Within the craft, we referto this as the “pecking order.”
The preamble paragraph is frequently overlooked: The appropriate PAR and PER must be exhausted before considering other hiring options. To be considered qualified an employee must either be eligible under the current in-craft process for the position in question or be a Maintenance Craft employee in the same level and occupational group as the vacancy.
06/26/2018 - Members of the American Postal Workers Union got fired up for the opening of collective bargaining with a raucous rally on the evening before negotiations began, promising intense member engagement across the country.
