This agreement (refereed to as the 1978 National Agreement) is entered into as of the 21st day of July, 1978 by and between the United States Postal Service (hereinafter referred to as the "Employer") and the American Postal Workers Union, AFL-CIO; the National Association of Letter Carriers, AFL-CIO; and National Post Office Mail Handlers, Watchmen, Messengers and Group Leaders Division of the Laborers' International Union of North America, AFL-CIO (hereinafter referred to collectively as the "Unions").

The well-being of the employees and the efficient and economic operation of the Department require that orderly and coristructive relationship be maintained between the Department and the Organizations. The participation of employees in the formulation and implementation of employee policies arid procedures affecting them contributes to the effective conduct of the public business. The parties to this Agreement recognize that they must assume great responsibilities and must exercise proper restraint and good judgment to establish stable and meaningful relations based upon this agreement.
