The parties agree to extend the Memorandum of Understanding (MOU) Re: Bulk Mail Tech and Mailing Requirements Clerk Position Qualification, for one year from the signing of this agreement.

Additionally, the parties agree to conduct a joint review of the following positions for the purpose of identifying the work performed by each position and if work currently being performed by Executive and Administrative Schedule (EAS) employees should be performed by clerk bargaining unit employees consistent with bargaining unit work identified in the USPS/APWU Collective Bargaining Agreement:

 

  • Bulk Mail Technician

  • Mailing Requirements Clerk

  • Supervisor, Mail & Shipping Solutions Center

  • Mailing Standards Specialist

  • Supervisor, Mail Entry

 

The joint review will include the APWU indentifying six (6) Bulk Mail Techs and six (6) Mailing Requirements Clerks, to participate in the review, and the Postal Service identifying appropriate EAS employees for participation. The identified Bulk Mail Techs and Mailing Requirements Clerks will be released from their regular duties, as necessary, to fully participate in the activities associated with the joint position review process. Any training and/or travel expenses will be consistent with Handbook F-15 and the Employee and Labor Relations Manual (ELM).

The position review will start no later than January 27, 2023, and conclude no later than May 5, 2023.

Starting no later than January 27, 2023, and continuing until the joint position review and training program review is complete, there will be joint bi-weekly status update meetings held via Zoom with the national parties' representatives and the individuals involved in the appropriate review process.
The parties agree to continue discussions on any other EAS positions that may need to be included as part of the subject jobs audit.
Following conclusion of the position review' the parties at the National Level will review the in-person training program offered atthe National Center for Employee Development (NCED), including the material content and schedule.

This MOU will expire November 4, 2023, unless extended by mutual agreement.
