The language at issue is paragraph 2.C of the Clerk Craft Jobs MOU negotiated in 2011, found in the National Agreement at page 377 (See ratios). The Postal Service initiated this dispute. The APWU argued that PSEs should be considered part of the complement when calculating the number of Lead Clerk assignments. Das ruled that PSEs are not counted as part of the complement when calculating the number of Lead Clerks established by the ratio.
