The issue in this grievance is whether Article 37.1.K. is intended to provide for the assignment of employees to work schemes from which they have previously bid. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that the intent of defining the term "live record" in Article 37.1.K was for bidding purposes only. Accordingly, we agreed to remand this, case to the parties at Step 3 for further processing, including arbitration if necessary.
