This Step 4 Settlement Agreement is where the parties mutually agreed that there was no interpretive dispute between the parties at the National level as to the meaning and intent of Article 37 of the National Agreement, with regard to senior or successful bidders. An employee may be designated a senior bidder on a preferred duty assignment but he is not the successful bidder until he meets the qualification standards for the position. Only the successful bidder is required to notify management that he wishes to remain a live bidder on other bids.
