This USPS Step 4 Denial outlines Management's position on whether or not management violated provisions of Article 37, Section 3.F.6., of the National Agreement by including an incidental typing requirement in a posting inviting bids for a Drafting Clerk, PS-5, SPl-17, position. It was the Postal Service's view that the question raised in this grievance did not fairly present a national interpretive issue, and that the position description for Drafting Clerk, SPl-17, includes typing duties. Under the circumstances, the inclusion of the incidental typing requirement in the posting was consistent with the provisions of Article 37, Section 3.F.6., which provides that such requirement must be reasonably related to the efficient performance of the responsibilities of the job. In the absence of evidence which establishes that a violation of provisions of the National Agreement occurred, the Postal Service denied this grievance.
