The case concerns whether the grievant should be paid out-of-schedule premium for being required to attend a Red Cross Safety Training course. Local management contends that the course was a planned, prepared and coordinated course given in accordance with 435.623e, ELM; therefore, out-of-schedule premium is not required. From our review of the file, the grievants accepted as a working condition their appointments as safety captains. The positions involve considerable responsibility for the safety of fellow employees. Some formal safety training to assist the safety captains in living up to their responsibilities would be expected. In this case, the training was conducted on postal premises by a postal service employee. It was sanctioned by the local PEDC and the Red Cross organization. It certainly was well planned, prepared and coordinated. We see no requirement for out-of-schedule premium. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
