The issue raised in this grievance is whether the grievants, Office Clerks (PS-4), are entitled to higher level pay for non scheme manual distribution duties. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 25 of the National Agreement. This issue was resolved by Arbitrator Mittenthal's award in H1C-NA-C 28. The grievants are to be compensated at the PS-5 salary level for all time spent performing the disputed distribution duties. Accordingly, we agreed to remand this case to Step 3 for determination of the necessary payments.
