The grievance concerns whether the grievant is entitled to a uniform allowance pursuant to the provisions of Part 580, ELM. The grievant is a bulk mail clerk who works full time at private mail order houses. It is the position of the Postal Service that the uniform program was specifically developed for the categories of employees listed in Part 582.1, ELM, Bulk mail clerks are not currently included. To include these employees requires negotiation between the parties. Accordingly, this grievance is denied.
