The question in this grievance is whether or not management at the New Orleans post office violated Article XXXV of the National Agreement by requiring that employees who received their first letter of warning for absenteeism be scheduled for an interview with the PAR counsellor. During our discussion, we agreed to resolve this case based on our understanding that it was not intended that an across-the-board policy to refer everyone who reaches a particular stage of the disciplinary process to the PAR counsellor be established.
